Electro-mechanical control typically consists of multiple Relays, Timers, and/or Counters that are wired together on an enclosure panel. Electronic Control is also referred to as Relay Control, perhaps a more accurate term, since solid-state relays, timers, and counters have become very common. It is a common approach for very small and simple applications today.
